Public Health Policy is a complex of plans, decisions and actions aimed at ensuring right to health of the population by achieving specific health goals.  Evidence-informed policy-making is key for identifying and promoting the most effective policy options to solve particular public health issues applying whole-of-government and whole-of-society approaches. It provides a solid foundation for building consensus among different groups of the society and defining their roles and responsibilities to ensure necessary conditions for health promotion, disease prevention, improved quality and duration of people’s life.

Today, Ukraine is in real need to make drastic changes in the process of preparation and decision-making in the area of health according to the principles of public health: using reliable data, studying the likely impact, piloting proposed changes, analyzing their effectiveness by the results of independent research with involvement a broad community from public and professional sectors.
